Can't never get my case worker to help me work in my case And no one else can help either!

If I could click ZERO stars I sure would... Mr. Powers is the child support attorney, I am the PRIMARY SOLE CUSTODIAL PARENT, I live FOUR HOURS AWAY, he is rude to me who is the parent not recieving child support ,and after I drove 240 miles ONE WAY to come to court , he interrogated me, the mom who has taken care of my child ALONE with out any help from the "sperm donor" for 16 years!! He told the judge that I needed to prove my child on going health condition, and when I provided her medical orders I was told that was not enough proof... also, the sperm donor filed bankruptcy and my child support has stopped and is being held for the last 6 months by bankruptcy court!! Mr. Powers told me in court it is my responsibility to contact the bankruptcy court, yet when I just called him he said he never stated that and he dont have to deal with this. He is horrible, he SIDED with the sperm donor in court when it was not even a case , he is suppose to be there for the child not the non noncustodial parent. They are all very rude there, when I asked the lady on the phone what her title was , she said she is the lady who answers the phone what do I need.
I can't ever get in contact with my case worker, no one will call me back. I haven't received a payment from my children's father in 2 years, and they have no absolutely NOTHING about it, regardless of how many times I have called or asked for help. If it was possible to give zero stars, I would.
This place is a joke. No one wants to do their job. My case worker is never there it seems..and There's never any Answers to questions, they either tell u to call back another day or say they'll make note in the computer and they'll get back to u...which never happens...my ex was court ordered to carry insurance on our daughter when she was five..she's now17and he's carried Ins on her for about two months. We just had court this past April to amend child support and when i brought up that he's never had Ins on her she Just asked him if he has ins on her and he said yes...so she credited him for that and deducted it from his monthly payment..and she told him to get me an ins card asap...well we're going on September and still no card...I've called them for two months and told them..still nothing happens..is there no repercussions for being in contempt of court ( for 12yrs)??????
